Mr. Chin is the Executive Director of the Philadelphia Chinatown Development Corporation (PCDC), a non-profit organization, whose mission is to preserve, protect, and promote Chinatown as a viable, ethnic, residential and business community. He oversees all programming in the areas of neighborhood planning and advocacy, affordable housing and related services, economic development (including Main Street), neighborhood beautification and real estate development, and Chinatown family support services.
Philadelphia Chinatown Development Corporation, a grassroots, non-profit, community-based organization since 1966, has a mission to preserve, protect, and promote Chinatown as a viable ethnic, residential, and business community. The company is headed by John Chin, Executive Director and Andy Toy, the Managing Director of the Eastern Tower Community Center Project. Over the past 48 years, PCDC has earned the recognition at the city, state and federal levels as a leading active civic community development corporation with an established track record. As the only affordable housing developer in Chinatown, PCDC has built 226 units of mixed-income housing and 27,000 SF of commercial space. Today, PCDC continues to be represent Chinatown in matters of development and planning. It offers a comprehensive array of bilingual programs, from commercial corridor revitalization, to housing counseling & financial literacy education, to family services.
